PAT McQUAID HAS secured the nomination he needed from Cycling Ireland to stand for a third term as UCI President.
However, the organisation has requested a number of changes withing the sport’s governing body to be implemented at the UCI World Congress in September.
Cycling Ireland is seeking assurances that, in the future, a term limit of two four-year periods is imposed on the UCI President. The organisation also wants to limit the number of years any official can operate withing the UCI to 16.
If that is ratified, McQuaid could be forced to step down later this year.
McQuaid has already served eight years as road commission chairman and two four-year terms as President, the second of which has been marred by the controversy surrounding the disgraced former cyclist Lance Armstrong.
At present, nobody has come forward to oppose his candidacy for a third term, although former Tour de France winner Greg LeMond has said that he stand for election on an interim basis until a permanent successor to McQuaid is found.

At its Board meeting on the 12th of April, the Board of Cycling Ireland agreed to the nomination request from Pat McQuaid for the President of the UCI. The Board requested that Pat McQuaid would raise with the UCI Management Committee certain concerns on governance issues which they would consider for tabling at the 2013 UCI Congress. The specific issues are:1. An independent review of the system of internal controls and processes at the UCI, with the findings to be published and the recommendations implemented.
2. Engagement with Stakeholders to re-write the existing Governance Code and the Code of Ethics, as set out in the Constitution of the UCI.
3. The following proposals are to be put forward to UCI Management Committee for tabling at the 2013 Congress at:
a. A limitation on the period for which a president or vice president can serve in the UCI as follows effective after the 2013 Congress:
- The maximum number of two four year terms.
- No president, vice president or management committee member can serve the UCI for more than 16 years in total over their life time, in any capacity (paid, voluntary or other).
b. That co-opted management committee members are permitted to vote on all matters which management committee members are entitled to vote.

UCI had a great chance to close the book completely on the whole Lance Armstrong scandal by ousting this clown. By not doing so, they have discredited themselves even further.
Perhaps they’re afraid of the dirt he could dish?
Unless the actual reason CI gave him the nomination is that they want him to have to justify his actions to the whole UCI, I don’t understand this.
Cycling Ireland put him into his THIRD 4 year term with a proposal that future presidents can only serve TWO 4 year terms. Sweet Jesus, no wonder there are thick paddy jokes.

Perhaps the members that backed his nomination believe they could have a greater influence on the future of the UCI by nominating McQuaid with conditions/proposals attached. Or flipside is, what did McQuaid offer to CI for the nomination?
I’m not defending the nomination of Pat McQuaid, just trying to understand why they would vote for him.
