A fee, believed to be in the region of £25million has been agreed, following protracted negotiations between the two clubs.
It is the latest summer signing by City, who have already paid £50million for Gaël Clichy, Stefan Savic and Sergio Agüero, in addition to spending £130 million previously on players such as Mario Balotelli, David Silva and Yaya Touré.
Nasri played 86 times for Arsenal after signing from Marseille, and scored 18 goals in his four seasons at the club.
Speaking to the Man City website after the signing was confirmed, Mancini praised the player’s “fantastic technique” and described him as “a top player”.
He also said that he is a similar player to David Silva, but believed that they would be capable of playing in the same side.
