GAA Congress 2012: The main motions in pictures

Several significant changes were made in Killenard, Co Laois, on Saturday.

THE GAA CENTRAL Council met in Killenard, Co Laois, on Saturday for its Annual Congress.

New president Liam O’Neill laid out his plans for the upcoming term while of 77 motions up for discussion, over half (42) were passed into the Official Guide.

The most noteworthy changes to be made were in relation to inter-county transfers, the square-ball rule and the introduction of the mandatory wearing of gum shields.

  • Motion 5: Inter-county transfers

    A player will have to play in the club championship in a county the previous or current year before being eligible to represent that county. Passed.
  • Motion 21: GAA Congress

    The number of delegates in GAA Congress will be reduced by one third. Defeated.
  • Motion 26: Six-day turnaround

    All-Ireland quarter-finals will not be player over more than two consecutive weekends and completed by the second weeked in August. Passed.
  • Motion 27: Collective Training/Closed Period

    A compromise to the ban on collective training in November and December. Passed.
  • Motion 30: Mouth Guards

    It will be mandatroy to wear a mouth guard in football games and training. Comes into effect in 2014 (Seniors) 2013 (up to and including minor level). Passed.
  • Motion 31: Square ball

    The players will be allowed enter the small rectangle before the ball but not before the ball is played in. Passed.
  • Motion 39: Jersey sponsorship

    Four sponsors can be included on jerseys, including on both sleeves and back. Withdrawn and referred to the branding department in Croke Park.
  • Motion 61: Expanding panel size

    Clubs playing in provincial and All-Ireland championships can have panels of 30 players. Passed.
  • Motion 71: Umpires

    All umpires at inter-county league and championship matches must be qualified referees. Defeated.

    Motion 31 is a huge change to football that will only become clear as managers start recruiting some genuine monsters to cause havoc on the edge of the square. I can see teams going all out long ball. Why not drop everyone back into your own half and keep two men inside on the square. Any time you get possession lob it into the box as if its the last play of the game and see what happens. Going to be interesting to say the least.
