Keogh clinched victory with his second goal of the game in stoppage time after converting a 49th-minute penalty.
The 28-year-old striker now has three goals for Glory and shapes as an early contender for this season’s golden boot.
The loss left Brisbane Roar pointless after the opening two games along with AFC Champions League finalists Western Sydney Wanderers, who lost 3-2 to Sydney FC in the Sydney derby on Saturday.
Wanderers have home advantage in the first leg of the ACL final against Saudi Arabia’s Al Hilal next Saturday.
